Mr. Cobb had been the subject of a police investigation which resulted in the issuance of a warrant for his arrest on 29 counts for crimes ranging from child pornography, solicitation of child pornography, reproduction of child pornography,sexual exploitation of a child, and solicitation to meet a child. The person who created this posting identified themself as a female high school student from Sycamore, Illinois. (no specific school was identified) The comments included accusations of being bullied by peers. This person then posted threats to harm peers by means of a firearm. An image of a specific firearm was also attached to the posted message. Sycamore High School Administration notified staff and families through their automated notification system that this threat was found to be a hoax without credibility as determined by the police investigation. The city does its best to maintain and remove snow from the roads; however, finds it very difficult to plow when vehicles and other objects are in their path. The city is asking for citizen's cooperation in removing their vehicles from the road during a snowfall. Sycamore's snow ordinance (6.2.7) reads in part: 'It shall be unlawful to park any vehicle on any public street or in any city parking lot after a snowfall of two inches (2') or more has occurred unless the snow has been plowed off or otherwise removed from the pavement. Officers began a search of the area. Sycamore Police Officers spoke to a victim who said a man approached him as he sat in his vehicle. The suspect displayed a handgun and demanded money. The victim gave the suspect a small amount of money. Through the assistance of several neighborhood residents police were able to locate an apartment where the suspect had gone. Officers saw a suspect inside and also saw a handgun. Officers entered the apartment and arrested Jordan M. Utley, age 19, of DeKalb and also recovered a BB gun. The use of a parking boot was approved by the Sycamore City Council on April 21 in order to immobilize vehicles failing to pay parking fines. A vehicle becomes eligible for immobilization once the owner has at least five outstanding parking violations and a minimum of $250 in outstanding fines. As of June 2, the City has applied the parking boot to two vehicles. Both booted vehicle owners paid their fines within hours. Minuth, age 25, of DeKalb, IL. Minuth was charged with one count of Involuntary Manslaughter and two counts of Aggravated Battery, all Class 3 felonies. Bond was set at $10,000 and Minuth turned himself in to police that same day. Minuth's first court appearance is scheduled for February 10, 2006 at 1:30 PM.
